The problem with HOI was it was all about the war - but not the states fighting the war.
I.E. you couldnt create a thousand year reich, or socialist utopia, or united India, or colonial-free China, or resurgent Britain, or greater East Asian prosperity sphere - all you could do was engage in conflict - not attractive to someone who wants to play out a different style of game, making a single country change.

Yeh, if going ultra-modern is too politically sensetive - then ultra ancient would also be damn interesting.

Imagine guiding a group of primative farming provinces around a river until they are an urban civilization with millions of inhabitants, great cities, temples, road networks.
Seeing it all on a map would be cool - the roads spreadign like a spider web with each infrastructure upgrade a province gets, the cities growing into artificial blobs on the map with thousands of new inhabitants. Guiding early religions - maybe an event for the birth of the Buddha, Confucius and Christ which allows you to adopt a new religion, and alter the demographics of your empire with state policy...
Even if it only moddelled an area between Britain and Japan, that would be cool as hell.
