Most definately, but not past modern date (futuristic games are.. well.. fantasy; I prefer dwarves for that). Something from 1950-1990 or maybe 2005 (to allow for post WW2-build up) would be excellent though.

And yeah don't tell me Superpower 2 already did this because that game sucks.

Being unable to go on the warpath because of MAD will turn off most gamers and cause more to whine about it restricting them.

You could develop different modes of, let's say, "international relations"-realism, to let the unsophisticated conquer the world more easily.
