So, Im playing Japan and set up my collaboration government in China so I can access their manpower. When I finished that, I set one up in the Clique for their resources. I capitulated the Chinese and the peace deal happened, annexed China, Clique and Shanxi. The collaboration government never happened in the Clique in the end, not letting me form a puppet government from the collaboration I did. I think its cause China has cores on the Clique.
