Personally I'd just be happy if they had a some sort of flag on comets so they can't happen while westernizing. There are tons of events during westernization that can lower stability, and each time you get one it sets you back half a decade. Comets on top of that are just awful.

Only fraction of them wouldn´t end in the sea. Also, they would be visible from more than just one OPM state, or one normal state. Let´s make some hidden areas and everytime there is comet sighted, all nations and the area (like Western Europe, Middle America etc.) would loose atability. Than this argument could be valid.

May i point out wherever you are standing on the earth depending on your surroundings you can observe 50%-30% of the sky. It is irrelevant if those meteorites are over the sea or not.
Sure they would be visible for about most of Europe but are they watching the sky? Only if their stability is high enough that the peasants aren't stressed out after work and can watch the sky ;).
In addition to cause unrest the phenomenon must be observed by several influential personalities under the towns folks. Something that may be more likely, in a realm with fewer problems aka more stable.

But i admit the event is very bland and not engaging.
