Just bought the pack on Steam for HOI4

So just bought the HOI4 on Steam, la resistance, man the guns, etc etc.. supposedly the whole thing, it was like 30 EUR, discount something, anyway, i go play the game and i see no "intelligence Agency" that la resistance DLC offers... please help, how do i "enable" the DLC, it is visible in steam when i run the game, under DLC management, i see them all, but when i run the game i fear not all of them are there.

Are DLC supposed to be "add on", as you can play as all of them combined or ONLY a specific DLC on top of the oriignal vanila version? .

You mean you bought the HOI 4 'Mobilization Pack', linked below? It doesn't include the 'La Resistance' DLC which provides the intelligence agency feature. So the fact that you don't see it is expected, since you actually haven't got that DLC as part of the pack you bought.

Yes you can play with as many DLCs combined as you like.
