Alright so my first game I am playing as the Soviet Union. After reorganizing and slimming down on HQ's I went with an anti fascist strategy. No pact with Germany, no officer purges and only proxy support for Chinese forces. After the fall of Poland in 2 weeks and by December 1st 1940 Germany had the french pushed back to Paris with the Maginot line encircled I was growing nervous. Seeing how weak the German forces were along the former Polish border with mine, I launched Operation Bear Claw on the 18th of December. By mid January I had a new defensive line from Warsaw to Krakow with all German forces either destroyed or encircled. German reinforcements never came. By September 1940 all but a bit of southern Germany France occupied was mine.

Even with transit rights my divisions cannot get supplies in Allied territory. Sure France pushed the Germans to surrender with my help in October but I cannot move troops through friendly Yugoslavia to flank Italian forces in the Alps! Is this a major bug or what???

Also what do I have to do in order to alter the files to lower my neutrality so I can invade Italy's ally Hungary without waiting years for my spies to do it?

Transit Rights just means your troops can pass through their land. For example, if you want to attack Portugal as France, with transit rights, your troops can pass through Spain to attack rather than going from the sea. However, your troops will not be supplied while using transit rights. Also if you attack from one of your faction member's province, when you conquer the land, it is your faction member that gets it, not you. So just don't bother with Transit Rights as it doesn't work.

What happens if you get transit rights from a neutral? Do they still get the territory conquered from their country?

Hypothetically I suppose you will get it. I haven't tried it, so can't be certain, but assuming you can keep your troops supplied while moving towards the enemy (via air supply drops as land or sea route will not work), and you successfully launch the attack before they are out of supplies, then you should get the province.
