So yeah, once you get a PU on a country, no matter the size, they basicly stop doing anything at all (exept for colonizing peacefully). Shouldn't they be able to at least claim OPM's around them? Or fight smaller wars in which they are certain they can win? I am pretty sure a serving country in a PU was more than a vassal in history.
