There are standand terrain modifiers in HOI plus some techs like artic and jungle and desert fighting that add more for unique environments. I guess that no one though that anything specific for fighting in forest and hills was developed for ordinary inf in WW2.
You can find these values in your savegame file if you open them with a wordprocesser. The files are huge. Search for your country by searching for either a military leader or a minister. Then search for _attack.
There's a lot of other interesting info like province AA values also in the saved file for each country.
