The Jump Drive tears ship-sized holes in the very fabric of reality, allowing for near-instantaneous movement between systems. The nature of the space the ship passes through on this journey is still poorly understood.

The Psi Jump Drive harnesses the psionic potential of the ship's crew to warp the local space-time continuum, eliminating the distance between the point of origin and the destination. Supposedly.

Jump drives are a late game technology which isn't only rare, but dangerous. They are supposedly superior to any other FTL method, as well as being more expensive, and may summon the Unbidden. Yet, unlike the "inferior" wormholes, they are limited by borders, which not only makes them useless if you have wormholes, but can even defeat the purpose of Fallen Empires when border-locked.

My suggestion is simple: like wormholes, remove the border restrictions on jump drives. If the target system is within jump range and in accessible territory, jump drives shouldn't have any issue with borders since they are not, technically, being crossed.
