Yes and no, you can't explicitly change the names, but the names are generated depending on who has cores in the provinces.
It is called Java because they have cores on it. It is Dutch because they own it.
I'm perhaps slightly confused, but...
Dutch Java gets conquered by Germany -> German Java
I modify game files to give cores to Thailand -> Dutch Thailand?
Yeah, that's the way it works.
Names are generated ingame, so if you conquer a large enogh territory it will name it after your country.
Any chance there could be both numbers? Or change it back to the way it was and have a tooltip explaining why the population is higher than the total number of POPs?Yep.

There's a tooltip on that number to which mentions both your POP population and your actual population.
