I started out as teutonic order in 1399. Converted to Prussia. I own most of eastern Europe except the Balcans. In the north there is a large Sweden and some russian nations. To the east horde nations. I have made it a habit of going to war against the emperor (Austria) whenever I can. The reason is that the Austrians declared war on me several times to make me release vassals. This is very annoying and disrupting. So I made up my mind to destroy Austria no matter how long it takes. I have also grabbed about half of Germany. This seemed to go quite well and Austria is scattered all over. Wien is totally isolated from the adjacent austrian provinces. (I made them cede them.) But now I get the mission to make Riga wote for me as emperor. Only problem is that Im not even a member of the HRE.. Since I have pestered the empire alot the last 200 years I imagine getting in will be hard. (I have never found any option to join even before I started harassing Austria.) Should I just skip this mission? Another question: I have the option to form my own empire. Would that give me benefits in my current situation?

1) If you vassalize Riga they are fairly likely to vote for you, thus completing your mission. You don't have to be a member to get votes for emperor it just helps

2) To join you need to get them to allow you to have a chain of provinces ending at your capital join the empire. This is done with a province decision (join the HRE) that requires either +100 relations with the current emperor or that you be the emperor and it be a province you have a core on. Enacting this decision costs 1 magistrate and triggers an event for the emperor to choose to allow the province to join or not, to join the empire you have to get your capital province approved for entry. The ai is unlikely to allow any nation with more provinces than it has to join the empire (supposed to be impossible but is apparently buggy).

3) If you have feudal monarchy then forming empire will give you .1 more magistrates/year, a small morale bonus, and slightly faster slider moves but you will lose the manpower and force limit bonuses.

1)I see. I had plans for Riga to join my nation soon. :) If I right out annect them, will the mission be cancelled without prestige loss?
2) My long term goal is to form Germany which I heard is beneficial. I assume the HRE will be dissolved in the process. Is there anything I need to do to the emperor before it can be formed?
3) Yes, I have feudal monarchy. What will be the best form of government for my beloved Prussia? (Im not sure which ones I have access to, think its empire and absolute monarchy.)

1) The mission will be canceled if you annex them. I don´t think that you will lose any prestige.

2) Germany has nothing to do with the HRE, so the HRE will not be disbanded if you form Germany. There are only two ways to dissolve the empire. You can form the HRE as a nation by enacting all the reforms. Or you can disband it by occupying all the electors capitals (occupying, not conquering). If you do occupy all their capitals at the same time you will be able to disband the HRE in the HRE-screen (there is a button).

3) There is no "best government form" since it all depends on how you are playing the game. But later government forms are often better than early such. Absolute Monarchy is much better than Feudal Monarchy. It allowes for better slider positions, gives you a nice CB on ALL nations in the world, gives you more magistrates and more frequent slider moves. Absolute Monarchy is probably the best government form in the mid game for an expansionistic nation (that or Republican Dictatorship, which also gives you the Imperialism CB against everyone). If you do not make use of the Imperialism CB the Constitutional Republic is probably the best form of government. But you get it late in the game.

But there is more to them than what you can tell from the chart. Some of them will open up new decisions, make good or bad events fire, give you unique CBs and so on. Republics wont allow you to do royal mirages or personal unions, but will give you much better "monarchs"and never suffers from regency councils.

2) So I can form Germany and the HRE will still exist with an emperor in place? Sounds strange, but I guess stranger things have happened.
3) I am what you call an expansionistic nation. So I will take a look at absolute monarchy. I will try to use force to conquer the provinces needed to form the German nation. I will use a 5-6 star infamy lowering advisor and take 3-4 provinces each war. Since Austria is more or less out of the game, I think it will be quite easy. Bohemia never grew large by the way, and I own the Brandenburgerian lands and Pommern.
