Playing demo as Venice, and planning to continue it after full game start - I don't undestand if is still a possibility for province to join the HRE.
I have +200/+200 relations with Austria (the Emperor). Have more then half my provinces in HRE, can I join into one or two more provinces, or even capital?
Because I believe will need help to defend from Ottomans, and I have plans to invade more into Italy - and it be handy not to fight with emperor if I became part of empire too.

In EU3 it was a provincial decision, have we place for some kind of it in EU4?

it probably means venice is too big or strong to join the empire and the emperor doesn't want you trying to usurp his place

Or perhaps its the HRE thats to big to join? Perhaps it has only a limited amount of members it can have and some must be eliminated before it is possible for you to join.

Venice has lands which are part of the HRE, correct? When I go onto the HRE mapmode, their lands are green. I think they are in the HRE, or just have lands of the HRE.

They have lands which are part of the Empire, but they themselves are NOT part of the Empire, as in a member nation. It'd be like if France had Dutch lands; they'd be Imperial Lands under foreign rule, which in EU3 gave the Emperor a CB to make war for them.

Venice is not part of the HRE because the city of Venice, which is the Venetian capitol, is not part of the HRE. The fact that most of Venice's other provinces are in the HRE only give the empereor a cb to take them.

Maybe changing the capital to a HRE province could do the trick, then?

Nope, as in Eu3 since HTTT that is impossible.

You must either be small enough for the Emperor to accept you (requires 100 relations), or you must get elected Emperor as an outside power (difficult but not impossible), and let yourself in. This wouldnt work for Venice though, as only Monarchies can get Electoral votes.

Of course you could re-elect your leaders into the ground, reducing your Republican Tradition rapidly, in order to become a Monarchy and maybe form Italy - and then get Italy elected as Emperor by sucking up to the Electors.
