Early in the game, my rival declared a war of conquest on a small neighbor. I'd like to join this war, so I took what I thought was the direct route and made an alliance with the small neighbor that was attacked. Surprisingly, I am not being called into the war.

Is this WAD? Is this a glitch?

I suppose I could declare a war with the humiliation goal, but I don't really want to take his capital, I want to prevent his taking this neighbor's province, because that province would help him enormously.

It's not a glitch, it's just not how the game politics work. Alliances are relevant to future wars, not current ones. If you want to intervene, you must raise your relations with the kingdom you are trying to protect to 100. Then, select the rival who is at war with them, under influence, choose "enforce peace".

It will tell you if the target will accept peace based on a few factors. If they accept, then white peace is declared, if they refuse, you join the war.

Your new ally COULD call you into their current defensive war, but only if they are above -25 warscore (so, not losing too badly). There is also a time limit, I think 30 months.

Interestingly if you manage to declare a war and instantly be at 25 warscore, your target won't even be able to call their pre-existing allies in (unless that changed very recently). It can be a way to work around those pesky trade leagues. Note that if you fully blockade an OPM you will be at 25 WS.

If your goal is just to save the neighbour from being eaten and can't join the actual war, you can offer them condottieri for zero gold. They almost always accept, and assuming the attacker is not too big it can be enough.

You don't even get a truce for this which may or may not be a bonus.
