I want to be Hungary and become the Emperor. What is the easiest way to do this?

Vassalise the electors whenever possible in war. They will then vote for you.

But I am not in the empire. The current elector will never allow my provinces to join.

You don't need to be in the empire to be the emperor if you get elected you can then join your provinces to the empire

So I just vassalize the electors and even though I am not part of the empire, I am not in the empire, I can still become emperor and then add my provinces?!?!?!

Yes you will suffer a -50 penalty for being not in the empire but the vassal/pu bonus makes up for it. I do not know if you inherit the electorship if you inherit an elector outside of the empire
