They can still tell people of color apart from whites, so probably not.
I sincerely hope it is not some minor mechanic for the Manchus, granted how they fail to do anything 95% of the time.
If that doesn't change with this expansion, something went wrong.

There's an association between races and (skin) colors. The implication being that being colorblind means not seeing race and thus not being racist (post-racial society, American politics, etc. Not something for a game forum).
Anyways, on the topic of colorblindness, the bloody development map makes me feel colorblind. I miss being able to tell if a province is good or not by looking at the color instead of trying to discern one shade of yellow from yellowish orange and yellowish green.

How do they know white people are white though if they're color blind?
Now, to be fair, Taungoo was rather flash in the pan in terms of maintaining its empire.
Europeans didn't notice any difference in skin colour per se between themselves and East Asians in the EU4 era. The conception of Chinese/Japanese/Koreans as 'yellow' came later, in the era of 'scientific racism'.

Colorblind is not blind to all colors. That's just blind. Colorblind is usually red and green.

Well, there are various different types of color blindness so it helps to specify them, though you're correct that red-green color blindness (protanopia or deuteronopia) is the most common. Monochromacy is the inability to distinguish any colors, but otherwise able to see just fine. It's pretty rare, though.
Hmm... Chinese bannermen... I know banners were organized to be smaller armies within the big army as the size of the Manchu army outgrew its leadership capability. Many from different houses of society in the Chinese area. Ming defectors did also become bannermen with the Manchu in giving a huge help in the destruction of the Ming empire. Perhaps these are smaller armies that you can gain from events and whatever that magical dragon is in the corner. I'd have it in my mind that perhaps tributaries can give you magical dragon points and perhaps banners, too.
Maybe you can spend points for bonuses or buying banners. Maybe increase the size per regiment or ability or anything under the sun. Perhaps banners also don't take up force limit, balanced by the fact there's hardly 1k per banner. But this is all I speculate now.
Maybe some of the things I say could be unbalanced, but it's always interesting to guess, right?
