I'd rather see naval force limit go than sailors, you can have your sailor cap be reduced by the requirements of currently active ships, and then you have strategic decisions about how many sailors you want to keep in reserve for repairs versus currently active in your fleet.
I agree. I really think that both land and sea force limit should go. It would make much more sense to have a single number of men that you have available and are able to train and supply with weapons. You could easily include a "going over force limit" mechanic by imposing tax and production efficiency debuffs if you go too low on manpower. But if you did that you'd have to rework how losses are handled to not cripple the AI and players making mistakes. You'd also have to figure out a way to integrate this with mercenaries. But these are rather large changes without too much gain in actual game-play so it's unlikely to happen before a hypothetical EU5..
