your right, that second fort is the capital likely meaning that its just the capital fort and not a full fort that control adjacent provinces, In which case a single fort in Malbork actually protects the most territory possible within the Teutonic Order given only a single fort with which to defend the nation, so this placement is arguably very good

Given there is a fort visible in Plock I wonder how many forts exist at the start of the game, and this might deeply impact the starts for different nations having either a weak flank duo to no starting forts or having lessened income because there are 2 forts in the historical start that defend a flank defensible by 1 fort
