Pretty straightforward: The Jizya was paid by non-muslims who, by virtue of not being muslim, were ineligible for military service and thus needed the 'protection' of the muslims. Therefore, in addition to the tax bonus Jizya provides, it will also reduce troop numbers. This will allow Muslim states to be more unstable (needed) and possibly even force them to rely more on mercs, resulting in the occasional merc company forming an independent state (quite historical).

I did this back before SoI came out. Its pretty straightforward. Go into 'static_modifiers.txt' in the common folder and find the jizya tax modifier and add a 'levy_size = -x' to it. I don't remember what I added, but it was either 25% or 50%.

Would anyone happen to know how well Muslims did at religious conversion in the Middle Ages, were they worse at it than Christians? Because sticking them with a nerf like negative levy size for jizya, then making it more difficult for them to convert provinces (assuming it has historical precedent) could help make it a bit more difficult for Muslims to keep territory they gain if they blob into Europe.

That is... a question with a long answer. Generally speaking, they tended to not focus on converting other followers of Abrahamic religions, and it seems to have been just a gradual absorption of the local populations over the centuries; it was never easy for non-muslims to proselytize, and there was always an economic incentive to convert. However, 'generally speaking' is a very broad caveat. The Almohads, for example, did want to convert everyone, while other dynasties wanted to keep the Christians and Jews around to pay those extra taxes.

Gameplay-wise, only zealous muslim AIs will attempt to convert anyway.
