I'm not sure if this is the intended purpose, but I just took half of Jerusalem in a holy war. The previous King of Jerusalem, the King of Croatia had lost most of his holding in the Holy Land and was left with a single county. I usurped the Jerusalem and, being the only only holder in the area, I promptly destroyed the title which cost 400 prestige. I then recreated the Kingdom which cost 200 gold and 200 piety, giving me the regular 400 prestige and the special creation bonus of 5000 prestige and 2000 piety. So to recap, I paid 200 gold for a net 5000 prestige and 1800 piety. I could do this as many times as gold I had, though I reloaded an autosave because this is bs and feels like cheating. Intended exploit?

My tuppenyworth: I think you get a -50 relations penalty with the relevant vassals if you destroy a title. Do that a couple of times, and I think it'd outweigh the fleeting increase in prestige and piety.

But, yes, seems very strange.

Could you not avoid the -50 penalty by doing this right after winning the Crusade? After all, until you allocate the holdings there are 0 vassals in the whole kingdom? Spam all your gold into prestige and piety and then appoint vassals who are just ecstatic to have lands in the 11th Kingdom of Jerusalem? :)
