In my second game in a row as Germany, I was watching Japan kick butt out in China, and then they joined my alliance after their victory. They wanted to join my war against the Allies, and I agreed, since they could take some attention off of Europe - but then I went to war with the USSR, and then Japan moves quite a few divisions to confront them, but never makes any attacks. In fact all their land offensives completely stop everywhere in the world.
They had a good fight that they were winning against the British Raj, but the only attacks from my side down there now are from Siam. All Japan does along their fronts is just sit there. They have many lands to take that they border without any enemy divisions - the rest of French Indochina, Borneo, British Malaya - and nothing. This is my second game in a row that saw a very aggressive Japan suddenly stop all their offensives.
It's like the AI was suddenly switched off. This in 1.2.1.
I've already posted this in the normal forum, and was told to post it here. Apparently several others have encountered this bug as well.
