Japanese use of the collaboration government mission and the agency?

First run as Japan since LaR and considering the powerful nature of collaboration government missions I decided to build up my agency in the first 6 months and did a pair of collaboration government missions on China. 45% and 30% results and the war just started. As a bonus my full decryption of China also just triggered and should give a healthy bonus in the fighting.

I released Korea as a puppet so I could trade for their resources with one CIC.

The question is this... I have made the investment in the agency, is it worthwhile to do a collab mission on the Guangxi Clique? IIRC they have around 18-20 factories and some decent resources?

I later plan to do a collab mission on the British Raj. Perhaps the DEI or British Malaya (maybe both) to get access a greater percentage of their resources? Is that necessary or do you get enough of the resources without the missions? I know since LaR access to factories and resources due to low collaboration values is a lot less than the past.

In conclusion... looking for any ideas on the best collaboration targets or a better use of the agency at this point? Fall 1937 and starting invasion of China.

I also need a new target for my decryption efforts. Was thinking the USA to gain naval intelligence in the long term?

Don’t do it in GQ, do it in China. It works on all Chinese cores, including the GQ provinces, along with any others you might take. Definitely worth doing 2-3 colab missions on China and grabbing the GQ provinces in the peace deal for the steel.

Thanks for the information, didn't know that about all cores being affected. I got 75% in China now with the two missions I did. Don't want to do a third mission as some of the additional collaboration would go to waste.

You cannot do better than having 75% collab and then approve the puppet. That gives you both 75% of their CIC and MIC, which is as close as coring than you can get.

A small correction because it's a little weird how it works, If the warlord surrenders before the Main China the collaboration government compliance won't apply for their territory and I also seen some cases where it won't apply even then but I can't quite pinpoint the specific reason.

Ahh yeah forgot about that part- any state you control of the puppet it won’t work on. So basically don’t invade via GQ if you want your Nationalist China collaboration government to work there. Make sure you get into combat with them, but dont take their provinces!
