Playing Manchukuo in historical mode, I was genuinely surprised that Japan went for a large number of Manchuria-related foci early on. Looking at the game files later on (common/ai_strategy_plans/JAP_alternate_strategy_plan.txt) I noticed this only happens when the player is controlling Manchukuo.
I am very much wondering why such a wide-ranging strategy exists. I think the strategy would, broadly speaking, make sense if Japan pivots to it after the player has chosen the Obedience focus. As it stands, many players will play Manchukuo with the goal of breaking free, and the strategy will end up hurting Japan both in terms of Manchukuo being stronger, and of opportunity cost.
