Playing version 1.07 as Japan, 1936 scenario.
I've occupied the whole Dutch East Indies in July 1936 to get at the resources. The Netherlands is quite happy to surrender every province that doesn't contain resources, but won't surrender any that do. I have a war score of 75%, the Netherlands has no allies, I'm not at war with anyone else, and they won't even surrender a single 3% province to me!
So, what do you recommend? I see my choices as:
a) Liberate Indonesia and let it supply me with resources as a puppet. Though I have read elsewhere in the forums that unless a puppet has a land connection to a player's directly owned province, they will be unable to get the resources to you.
b) Accept the offered surrender of resourceless provinces. This includes Curacao, so I'll hopefully be able to annex the ones with resources the next time I invade, after Germany has occupied their European homeland. This means going without the resources I've invaded for until 1941, if I can't declare war again for five years though.
c) Wait... Stay at war with the Netherlands and extract resources from the occupied lands. I assume this is highly inefficient though, and would compromise an annexation in five years time if the Netherlands still has their victory point area in Curacao...
On a side note, I've noticed that the beaches in several provinces don't necessarily correspond to the sea area you invade the province from. You apparently invade a province through the port, not via the beach. Also, it's possible to sail overland in some places, like from Semerang to Tjilatjap, without having to go round the Island.
