Also, at least from what we've seen in the videos, its possible to produce ships substantially faster than the were historically even without oil (Germany's Bismarck-class BBs in the WWW), so I doubt not having oil will be a hard break on production.

Once you trade for oil things speed up a lot. It looks like Japan will have to rely on US oil imports early on, much like they did historically.
Not only Oil, even "Steel Scrap" sold by USA was mainly purchased by Japan for its various Infantry weapons.
The USA-Japan nexus is not explored properly in HOI, they were quite close to each other till the 1940s.

Japan seems unable to expand upon its initial navy due to lack of oil? =The axis never even having a chance to compete navally against the oil rich allies?
