Ok, Ive seen this alot of times. The Japanese government goes left in the 1937 election, or even keeps the existing government, then the following elections in 1939, they vote LEFT, and then 2 days later, they declare war on China, and if you go look at Japan in the diplo screen, you will see them as Paternal Autocrat, just as if they had voted RIGHT. This is really screwy to say the least. And the voting Left doesnt effect their placement on the Factions Triangle either, they dont budge from that almost Facist spot they have at the start of the game, which is the only nation that doesnt move around in it from voting that im aware of.
