I played Japan for the first time, wondering if what was occuring was normal.

Then I read down the page a bit and saw a description of the guy playing China.

I'm now up to late 1939, and I have no chance of declaring war on China yet, and even if I did it wouldn't right now.

I started in 1936, and so far I had 2 parliamentary scandels events, so I had to dedicate IC bringing it down hence my army is not as big as it should be. I also had two events of peace demonstrations which moved by war entry -10% and I'm still a democracy.

It's nearly 1940, my army is small, I haven't been able to send any expeditionary forces to Ethiopia or Spain to get experience.

Then I read here Japan is supposed to get an event which changes government to paternal autocrat and hence DoW is easier, supposedly around early 1937.

I remember being offered an election (left, right, current) around 1938, is it meant to be one of these ?

After reading now, it just seems to me I've been really unlucky and missed the paternal autocrat event, and all I'm left with is a small country miles away from any war.

Can anyone clarify this situation?

Japan can become a paternal autocrat country (and DOW at will) through the election you described, you just have to vote right. It also sounds as if the event in your game fired a bit late since it's supposed to happen in 1937. Jdrou's fix-it-yourself pack contains a modified event that ties it to a specific date in early 1937, as well as some other changes. AFAIK, you do have to start a new game for it to have a effect, but in your case you'ld have to wait until 1942 before there's a new election, leaving you underpowered against the Allies and the Soviets. Have fun :) .
