Japanese Colonization

I just got the message saying I can colonize now and yet when I try to colonize the Bonin islands it still says each colony building is impossible to build. I gave the game a month to see if anything else happened but no luck. Any ideas?

First time I've every played Victoria and I'm enjoying it. I'm waiting until Victoria 2 gets a patch or two before I buy it.

Probably the colonisation block ending, though yourself being unable to colonise (are you civilised? Have you researched techs which allow you to colonise such provinces?). Are you sure that no-one else was colonising there already?

I am not civilized yet, which I suppose could be the problem. I don't know about the techs, all the tool tip said was "impossible!". This is my first game of Victoria so I don't know much about it.
