Looked at HOI 3 and compared to stream of HOI 4 and noticed 2 things.

1/ The area Japan occupies in China is different, why? and which is correct.
2/ As far as I can see Japan had 3 CV + 1 CVL in Jan 1st 1936, in the game only the 3 carriers are seen.

Japan had Manchukuo as a puppet in HOI3. It occupies Manchuria as a colony in HOI4.

in latest www video, it showed Japan have some parts of Manchuria as its territories while remaining parts of Manchuria belong to the territories of Manchukuo. So Japan didnt occupy entire Manchuria.
That is the way it looks in HOI 3 but the area in itself is different.

what about the CVL?

under construction as far as I can see. If you trade around 50 or 60 oil with US, USSR or Netherland and then devoted 30 oil to CV production then you should have 4 CV by June 1936 or at least July or August.

Parts of territory formerly controlled by a HOI3 puppet were moved to full japanese control. After a while and some requests paradox put a puppet state in the north but left the majority of it still under direct japanese control (which, realistically it was anyway). There may have been slight map adjustments too

its partly an AI decision, same reason that danzig isnt a free city and that egypt isnt independant of the brits. the AI defends, upgrades, attacks through etc everything better when its their own land and not puppet land.

i believe the CV will be under construction at game start, as most countries start with some basic production lines and most of their historical ship production underway

what about the CVL?

HoI4 puts CV and CVL together as one type of unit, while CVE is represented in the game as doctrines/techs instead of actual units. Houshou is likely not a starting ship because it's size and amount of aircraft carried is on the CVE level. I do think that also happened with a few small CVL from England.

All of Manchukuo is a Japanese colony. It's Menjiang/Mengkukuo that was added in Chahar, taking control from China. Compare the areas between the China WWW's and a later WWW where they showed the new country (I think one of the Hungary ones).

See the Chin–Doihara Agreement reached in 1935 and subsequent expansion into Chahar by Prince Demchugdongrub to form an autonomous state (the Mongolian Military Council that later expanded into Suiyuan, and became Menjiang). It's absolutely clear that the KMT didn't control Chahar on 1.1.1936. But the Japanese didn't have total control either - the Agreement didn't provide for Japanese forces to be in the province, there was supposed to only be an "independent" Peace Preservation Force.

The occupation of Chahar by the Japanese puppet forces in 1935-36 was overlooked in HOI3. ;)
