Japan won't give up Corea

So I have basically handed the Peninsula to Corea (yes I use the C spelling, and will not change now) on a silver platter (by deleting many Japanese Divisions in my saves), and they have pushed into Manchuria a bit, but the event letting Japan let them go will not fire. Why? Is it because Japan has a military government or the Coreans need to control all of the peninsula including that little island (Jeju-do)?

I think having Jeju-do be part of the required provinces is a little... well impossible. The fact that you have Japan's navy constantly in the area means it is impossible to capture the island without intervention by someone like Germany, which of course is not part of the chain. If that is the case I mean.

I'll look into it, and if Jeju is required to be held I'll change that.
