How does one persuade Japan to join the Axis? I tried before August 1939, I tried after. Nothing works, and their alignment is fashist? Whats the secret?

I think that they won't join until you make some progress in the war, nobody like to join the loosing side 
Don't know however if there are some certain provinces you must get to make them interested in your alliance

At the beginning of the game they don't have a fashist government. If they vote wrong, they keep it and you don't have any chance to get them to join the axis.

As has allready been posted here, certain progress in the war seems to have an influence. Another things could be military size. In my experience that is sometimes the hurdle for making Italy an ally (if your total army+navy+airforce is smaller than theirs, they won't join).
However it's not all. Sometimes the little buggers simply refuse to join you and I don't know why.
In my current game it is late 1941 and Bulgaria refuses to join the axis allthough it's a 100% facist and all their neighbours are either in the axis or is german territory. I'm seriously considering DOWing them for their insolence!

Read it yourself. He writes about their their alignment, not their government. There's difference, but mayby you don't have noticed so far.Sgt. Bulldog said:

Ya' gotta' be on the winning side or look like you're winning. I had to give Japan 30 techs and wipeout everyone in Europe before Japan helped me in my last game.
