So it's in the early 1900s in my Japanese game, and I am the #3 Great Power. I decided I would continue to gobble up the Dutch East Indies. Sumatra looked like a nice target, so I formulated my casus belli, and declared war on the Netherlands. They were sphered by France (#1), which was fine, as I figured it'd be a good way to knock them down a bit in prestige, and I was confident my navy was up to the task.
All was going well, until suddenly, Great Britain (#2) decides it's time to jump in and help the Dutch. Now I'm facing the top two great powers. Despite having well past the necessary warscore, beating up their navies, and slaughtering the armies they manage to ferry over (France has even marched through all of Russia to invade my Manchurian territories) no one seems interested in surrendering. Yet, as I have all of Sumatra, the ticking warscore continues tick upwards. I'm wondering, though... do I just have to wait for it to reach 100%, or will I have to mount an invasion of their home provinces before they consider surrender.
The last time I was in a similar spot was early in the game, and I had to take the Canaries from Spain before they would give up on the Philippines.
