Being at war with the Soviet Union (me and Japan), having conquered the UK and eradicated the Allies, it is so annoying how Japan declares war on the USA, even though they have all the resources they need, and cant do it without getting destroyed, no matter what I try to stop them. I have tried tagging to them and guaranteeing the US, I have tagged to USA and tried to give Japan Lend-Lease, but no matter what, Japan attacks when embargoed.

Is there any files I can tweak to change this? I really hope someone can help! Thanks

Either alter the event (which might work) or just start planning from the start to help Japan out. Japan can do fine with amphibious invasions and land attacks. Where Japan struggles is dealing with the US Navy. When I play Germany or Italy, I develop a plan right from 1936 on to send a couple of fleets out into the Pacific when Japan declares war on the U.S. to cause damage to the U.S. fleet. If you do that, Japan expands fine and can hold off the U.S.

If you really want to hold the U.S. to nothing, also send some Marines and garrisons (I often use 1xMilitia on the smaller, more distant islands) to take Hawaii and the rest of the Allied islands that the U.S. could use as bases for counterattacks.

The easiest thing you can do is to focus *some* of your IC on creating at least 1-2 solid battle fleets - be they zerg based (CLs or DDs) or less "gamey" CA/BC/BB, or even CV based fleets.

In general I find that having some European Axis power with a sizable navy *tends* to leave AI Japan free to rule the Pacific - they won't invade the mainland USA, but they'll complete *most* of their objectives otherwise without losing mainland Japan to the US - with a few rare exceptions.

It's easiest to do as Germany or Italy, but it's also possible to do with virtually any Axis power - even Bulgaria - though as Bulgaria you won't be able to help Germany much with the USSR if you focus on building a fleet.

The war declaration is set by script in script/country/JAP.lua and is related to embargo:
Code:
-- DOW the ones who have us on Embargo
                        if loTargetRelation:HasEmbargo() and not(loTargetRelation:HasWar()) then
                            if Support.GoodToWarCheck(v.Tag, v.Country, voForeignMinisterData, true, true, true) then
                                voForeignMinisterData.Strategy:PrepareLimitedWar(v.Tag, 100)
                            end
                        end
There is script functions to check the stockpiles, so you could probably add some test to check if you're running low on resources.

You can add some reasoning to the decision, by checking what their surrender level is.
Code:
if ((voForeignMinisterData.ministerCountry:GetSurrenderLevel():Get() * 100) <= 15) then
...
end

This would return true if they are less than 15% to surrendering.

EDIT: I forgot to add then after the if statement, causing the game to not understand it, fixed it.

Embargo are also calculated in script.
For the US embargo on Japan it's in ai_diplomacy.lua, ai_foreign_minister.lua and country/USA.lua
USA.lua set the rules of embargoing : if US is friend of allies and JAP in axis or at war with China then embargo.
