So I have been playing recently as Manchukuo trying to become independent, once I do that and start helping China against Japan, I take all Japanese ports in China, and take the Capital of Mengukuo so Japan cannot get supplies from that...but somehow Japan never runs out of supplies despite no connection to their mainland? Is this a bug or is there some other mechanic that they could be getting supplies from? I have waited as much as two years in game, and played three different games, and this happens every time and they never run out of supplies, making it hard to finish them off in China?

So basically what happens is I split the Japanese forces in two, and the group on the right will start to run out of supplies, but the one on the left will have supplies indefinitely even though its almost entirely been pushed on to occupied Shanxi land with no railroads and no connection to the Japanese mainland.

Have you tried saving the game and reloading it?
I think atleast pre-NSB sometimes the supply didn't correctly update on its own, by reloading you forced it to and this often fixed such supply problems.

Anyway I am sure the devs would like to have the savegame where it happens, preferably together with short description of you problem in the bug report subforum.

Admittedly that's what I thought too, but the last time I tried to encircle them they didn't have any capitals under control and still they would not run out of supply
Unless nation capitulates, it always has a capital somewhere; capital always has a functioning supply hub (even if temporary one) that you can see on supply map.

Suiyuan doesn't start the game with a supply hub but it still provides an amount of "state supply". At the start of game total amount of state supply is 1.40. This scales with the control of state so it will go lower the less territory they control.

When it becomes their capital as it seems to have in your screenshot; it starts acting as a "capital hub" and its amount is scaled with the number of factories of the controlling country. In any case, it has a base of 5 supply.

Considering that a single infantry battalion consumes 0.06 supply, they can supply at least 83 infantry battalions (more than 8 divisions of 20 widths) with no problem with even no factories when they have a capital hub there.

Also, divisions have "supply grace" which is the ratio of supplies they stockpile and keep ready. That is 72 hours of supply by default. Add that to the 30 days it takes for lack of supply penalty to reach its maximum. Even if you manage to keep them at zero supply, it will take about 33 days to start seeing its full effect.

China is "designed" to stage slow pushes, there can be no quick victories there. Your divisions attacking Suiyuan seem to be heavily undersupplied themselves as well. I would suggest pulling away most of them and keep attacking with only supply efficient divisions (no artillery, especially no support artillery. mostly infantry, mountaineers all the better). Also patience. :)

The tooltip often provides unspecific data, but I believe that as long as the unit is in supply, then it can resupply

This means an isolated pocket with just enough state supply to keep it maintained will never deplete

I've seen this happen far too often, despite tooltips saying it shouldn't

I don't advocate for state production...but there needs to be a better calculation than "if in supply, then replenish missing troops"

There is: if you send volunteers to Ethiopia as Japan, they will not replenish any losses until you manage to take a port. Same goes for civil wars in Mexico (which they liked to fire up on historical - not unlike Baltic countries until recently) and pretty much any other land-locked country you have no proper land connection from your capital to. It just takes a lot to kill an infantry division.

Unfortunately, volunteers without a port is the only time I've seen this happen

Most of the time, I've seen isolated pockets last years because they do still resupply
