In almost every game I play, Japan does very well against China, often beating them outright. However they struggle to take the lands they did historically against the allies in the Pacific.
In fact, I often tag switch and give them beach heads on islands like Brunei and in Indonesia, so that as the UK/USA I actually have a bit of a challenge defeating them.
In my opinion Japan should definitely not be debuffed, but perhaps China could be strengthened slightly.
And also, when I am not playing in the Pacific, mainland Japan never falls. I think that is due to AI incompetence more than it is Japan's strength.
