Is it better to go with Infiltration Assault (+50% morale plus bonuses to night move) or Operational Stages (+15% Maxorg plus other stuff). Most of my divisions have 80 or 90% morale (so could this go over 100%) and most have 75% or so MaxOrg. Which is the better route for Japan?

Infiltration by far. The night movement & fighting bonuses are superior. Besides, isn't this wrong subforum to ask that question?
