Japan Interservice Rivalry

Just played Japan, Ironman, cosmetic mods only, and it turned out that after first 3 decisions in favor of the army and one in favor of the navy in the interservice conference decision, I am now at "balanced" rivalry and can only opt to "favor the army" - first time the situation is like this.
I am unsure if this is a bug, hence posting in general - can I lose the option to favor the other branch if I go 3 times in one direction? How would I arrive at "balanced" then?
Honestly at a loss and a bit angry.

Tried to reproduce the thing today, could not do it.

There are only two levels to either side of balanced. By doing the third decision in favor of the army, you did not move any further towards the army because there were only two levels to move.

Sounds to me like you should be in one slot favoring the army. I play Japan often and never encountered a problem with that mechanic, granted I'm moderate by nature.

I feel like this is not working as intended. The other Game with Japan before I could switch Army/navy Balance like I wanted, going from army dominant to navy dominant.
I did win in China though. Might that Prestige boost for the IJA reset and lock the spirit?

Same problem in my current game.
It's a bug or intended?
