Is it like a standard civilizing deal or is the Meiji Restoration event the trigger--as in, its the only way to civilize Japan and is triggered by date and not by meeting requirements for civilizing?

You can civilise either way. You do not have to meet the civilising requirements (industry, military and prestige) if you go the Meiji path. The latter is an event chain that triggers on its historical date.Kagernaut said:

AFAIK there is no such prohibition in the civilizing event, as long as you meet the 3 different score requirements you're good to go.
What I did in my latest game w/ Japan, was allow the Dutch to satellite me, and then jack taxes up so rebellions break out all over. You're government will get overthrown with a liberal democracy popping up, and you're free from Dutch rule. I have since conquered all of the Dutch colonial possessions, as well as Manchuria and Eastern Russia. I'm working my way into China now.
I did that the first time I played China, but right now I"m trying to get the Meiji restoration since it gives so many techs anyway.
Found out that being sattlited in Dutch event sleeps the event that starts the chain to Meiji in 1853.
