Hi,
Quite new to the game and looking for some help.

Im playing as Hosokawa in Japan. I got the "Art of War" and "Common Sense" DLCs.

I have two problems that I cant figure out.
1. First is the quest/mission to unite Japan. I only have option "Japan is united". There was an other option before. I achieve all the requirements for the national decision besides Hosokawas goverment is Daimyo or Independent Daimyo. This is impossible because my goverment type is Shogunate. Is this a bug or did I do something wrong earlier in the game?

2. Two provinces, Ise and Mikawa, suddenly became Uncolonized land. I cant send a colonist there. It says that the land is too remote and inhospitable to be settled. Because of this cant, I also cannot finish the national decision "Restore the Ise shrines". I guess this also is a bug?

Am I screwed? Should i start all over?

Thankful for any help.

There are two "Japan is United" decisions, one for daiymo and one for shogunate. There's another decision "Unite Japan!" which is when, as the shogunate, you have at least one subject daiymo and at least 25 cities/provinces. For what it's worth, the "Japan is United" decision is better; you get free monarch points.

If you started the game before the 1.24 patch, there will be a few new provinces with 0/0/0 development. They'll stay that way for the rest of the playthrough. I don't know the specifics of that decision, but if it does require you to own one or both of those provinces, you'll have to restart.
