Ive tried Planing Manchuria multiple times but Japan has always failed to invade china. For some reason there are times where Japan doesnt even launch naval invasions into china and when they do they often fail. Any help?

In historical or ahistorical? Maybe you are not pacient enough, Japan is usually winning by 1940.... it is very slow, yep.

Can't you use your troops to help Japan? A few even 20w light tank divisions can do wonders in helping the AI.

When I briefly played version 1.9, I noticed Japan was derping pretty hard whenever I'd play Manchuria. It was really dragging its feet paying off the Marco Polo Bridge maluses, which are so massive that it makes Japan's army comparable in skill level to China's. China wasn't pushing Japan out of anywhere, but Japan wasn't making any progress, either. It seemed to do OK when I wasn't playing Manchuria, but whenever I tried getting Puyi his fancy hat, Japan would just sit around trying to eat its own face.

Check Japan's national spirits to make sure they are paying down the Marco Polo Bridge maluses. They should be buying them off in stages, gradually reducing the penalties they get for fighting China. If you've been sitting there for a year and Japan is still at the starting attack and defense penalty, the AI might be trying to spite you.

I have seen Japan 1) Losing Korea in 1941, and 2) capitulate the Raj in 1943. Both branching off the same c. 1938 save, and without me (intentionally) doing anything to help/hinder them in either game.

Not sure what's going on with the AI there.

China seems to have more fighters for one, and the Russkis are sending tank divisions for volunteers. Not sure if these two factors are all there is. Players were complaining about China getting steamrolled, and the Devs do try to get some historical balance between the AI countries. I guess it's just harder to do with China/Japan than Soviet/Germany

Sure, but it's odd that they such drastically different results off the same save point, no?

Remember that the same game code has to simulate both France falling in a few weeks and Japan-China lasting years.... I think that once one side destroys some enemy divisions in encirclements, it generates a cascading effect in the game which in reality didn't happen for China and USSR, as they could recruit easily and getting rifles wasn't a problem either.

Version 1.9.3[a7a4], In China's Anti Japanese war field, Japan is obviously much weaker than the previous version 1.54. It is very easy for China to resist Japan. I hope the later version can strengthen Japan
