jaapan and there subjects

As Japan I want to use my subjects man power and keep them im power.

I want to use lend/lease to send weapons, planes and other items.

Problem is they have no convoy and even after i help build shipyard they stil do not use it for convoys.

I cant send convoys to them via lend/lease so its a dead end......

is this a bug, bad design or working as intended??? or am I missing something?

go build some stuff in them to get them to annexed level and then all their equipment you get

Last time I checked, for Manchukuo this works (because they share a border), but for Mengukuo it doesn't (no land border). Once Shanxi or Beijing has been annexed (not just occupied) you can send them convoys.

thing is if the country in question do not have a single convouy you cant give them any - they have no convoy to transport the convouy so to speak.

be nice if the convoys got 0 weight in the leand lease program so you could send them at 0 cost. they can sail or transport them self.
in my game after building more shipyards in there area they finely build 1 convoy so now I can start to drip them convouys.

btw I got the feeling japan technicly do not share borders with any nation. given it only have core and capital on the islands of japan. no leand lease to any landlocked nations as far I can tell with out convoys ???
