It's frustrating that this is still a thing, when it's not historically accurate nor helps gameplay at all. It incentivizes taking bizarre ocean crossing paths to minimize open ocean. It incentivizes keeping standing armies in colonies and raising them there. It doesn't make sense from a historical or gameplay perspective. In MP games, countries with larger manpower pools are more favored over traditional maritime nations simply because they can now spam raise units in their colonies and circumvent any blockade. Are you Britain, enforced a blockade against France, and wiped their armies in the New World? Too bad - they can just raise new armies in their colonies and overwhelm you.
