Actually, no. In EU 4, starts in the western hemisphere are still at a large disadvantage compared to starts nearly anywhere else on the map. Though quoted seems obvious hyperbole, Italian peninsula's development is quite high/AE bait for new players for a reason.

Lost in this thread is that players can roll over native tribes, and they can do so much more easily than they can roll over other nations.
All of this is because there appears to be some kind of psychological issue with humans not wanting to play games where they essentially have to play with big penalties.
If natives were set to be "realistic" either nobody would play them (which defeats the purpose of content DLCs covering those areas) or everyone would constantly whine about how they are underpowered.
New world starts have and always had large penalties compared to other positions. They still do in 1.31, as anybody who's played on both sides of the conflict would be aware. Less so than 1.30, but still large. And just like earlier patches, players overcome it regardless.
If natives were set to "realistic" there would be some expectation that rest of the game's model would be too. Which means EU 4 would be a completely different game. A game where Ryukyu and Kale are not only capable of out-expanding the greatest empires in history, but are actively encouraged to do so through achievements is an odd place to go singling out American Indians, repeatedly.
Hopefully the devs have handicapped native gov reform growth suitably so that they still have federation mechanics in the 17th century.
Federation mechanics imply the arbitrary "primitive" status, which means you are advocating these nations are unplayable. That wouldn't fly well...not from a marketing perspective and not from the perspective of consistency within EU 4's model.
The forum is full of other threads mate. You're imagining people only complain about natives.
People complain about a lot of things. People on this forum complain about natives being allegedly too strong disproportionately. Compare the number of separate threads on this topic to any other specific perceived issue with a mechanic. It's a lot louder in 1.31, but it's been an arbitrary player complaint for practically the entire time EU 4 has existed. People put 50,000 soldiers in Mexico in 1510 and then complained that Aztecs could make boat > 6 years ago. This has been going on a long time.
