That's a different issue entirely, and beyond their flavor packs (spicy hot take, I greatly enjoy them and want them to continue making them), I'd agree I can't think of any large scale overhauls that come to mind. The thing is though, I also thought that before the base tax to development rework, or institutions. So the next change changing expansion might be two or more years out; but "The game is complete" is a different complaint from "they can't work on it anymore." This is probably where the divide comes in; I don't really care about anything you listed there. I want an AI that isn't infuriating to fight and that manages it's finances better. Apparently the devs are unwilling or unable to do this in EU4. I haven't cared terribly much about any new features added in at least 3 years. 2. South America, Middle East, Subsahara, Horn of Africa, Scandinavia
3. Unique Mission trees for nations belonging to above mentioned regions
4. Expand mission trees for certain nations
Example : Russia - Grant them mission to conquer Caucasus and Central Asia, France - Grant them missions to conquer North Africa and Subsahara
5. Add more holy sites
Example : Constantinople, Antioch, Kiev, Moscow and Carthage
6. More unique Government reforms
7. Rework Confucianism
Example : Add them more religions to harmonize. Instead of harmonizing entire Islam by harmonizing single Islamic denomination let player harmonize one by one. Culture convert thru harmonized religions, etc.
Those are some of my thoughts.

This is my great fear for EU4. Since major overhauls and new mechanics are out, that only leaves smaller DLC focusing on flavor -- which while nice -- just cannot sustain the EU series in terms of wider interest, innovation, and new players. That's your opinion.I am not sure why people keep saying this. EU4 has been in decline for years, & the really relevant DLC's & patches came in the first 2-3 years. Been downhill ever since. So what 8 years you are implying to I have no idea, as certainly wouldn't want most of the latter stuff tagged onto a new version.

Assuming that it will be a grand strategy, the only option would be one in the Victorian Era, perhaps an East vs West, I highly doubt that there would be a game before the Imperator timespan or at the time of the Fall of the Western Roman Empire.It could be, but I really doubt it.
Leviathan doesn't even has a release date yet, and Johan has at least implied more EU4 expansions would be coming after.
I cannot see EU4 and EU5 coexisting like that, it'd be quite odd if they decide for it.
