It seems like the best way to educate children is to just find random geniuses on the character finder and send your kids to them. You just offer your kids to random strangers hundreds of miles away, and they take them without question with no cost or downside. Another funny thing I found is you can send your kids to the Pope, and if the Pope has the pedogogy trait he'll become friends with them.
