However, I did purchase the game and plan to play it. My only question is should I start out on a game that is over 2 years old and has great tutorials, but not really in the industrial era that I enjoy? Or... Do I start on Vicky which is a newer game and in an era I would enjoy more, but is riddled with bugs?

I have to wonder why you have all the games if you never player the others much, but you might as well start with Vic. I have EUII, HoI and Vic, and while I loved EUII and HoI I would say Vic is the best of the bunch, even comparing EUII1.07 and HoI 1.05 to Vic 1.02.

Well I don't want to appear as defending piracy, but local copyright laws are very different and in some places, having code is not a breach of copyright until attempted install or even execution of that code.

Maybe, depending on local laws. If he really never uses it, but why the hell would you d/l something and burn it to a cd if no one is ever going to use it? The sheer joy of burning a cd?

I buy tons of games, but I always play them at least once. True, it might only ever be once but unless it really sucks I play every game I get all the way through.

Anyway, once the game is downloaded you have stolen it, just like once you buy the drugs you can be busted for them.

so in some jurisdictions it's quite possible to have installation code on a CD without infringing on licensing.

I did say "Depending on local laws" earlier. Anyhow, I just taking issue over the "Someone downloading a game and burning it to a cd is not a pirate" comment since that's pretty much the defininition:
