HoI 3 had researcheable climate specific equipment, don't remember how it was in HoI / HoI 2

Climate and terrain yes, not just "arctic" and "desert" but also "mountain" equipment.

Actually in HoI games Desert is not climate but terrain type, so "desert" is the same type as "mountain"
