I have 2 questions

1. Does Italy start at war with Ethiopia?

2. How can Italy remain neutral for the first years of the war while Germany invades Poland and France?

1) Doubtful, since they didn't invade until 1937.
2) Not sure.

The signatories of the Axis pact are not obligated to go to war on any other members behalf...this is why Japan did not declare war on the USSR

I thought Italy invaded Ethiopia in 1935? I may be wrong, it's been a while, but 1935 stands out for some reason...

On October 3, 1935 Italy invaded Ethiopia without warning. The Italians already held Eritrea as well as Italian Somaliland further south. To Mussolini and the nationalists, Ethiopia made a fine addition to their new Roman Empire. The League of Nations imposed feeble sanctions which emboldened not only Mussolini, but Hitler, too.

My error. I knew it was an odd numbered year.
Anyhow, the Axis pact obligated them to support eachother except with the case of the USSR. Thats why Japan didn't invade Russia but Germany declared war on the US.

Italy's war entry is a critical timing issue. If entering too early, then you might fritter away your precious navy. In World in Flames you have the option of going to war with France or the Commonwealth alone, or both at once.

If the Commonwealth player neglects garrisoning Gibraltar and Malta, then Mussolini will probably take an early shot. Otherwise, he might want to wait until Spring/Summer 1940.
