The japan event requires them to have less than 10 ships afloat. If there's a japan player in the world who could win after being reduced to below 10 ships and being nuked twice I'd eat my hat. It's perfectly reasonable to surrender at that point.

I agree. My reasoning was that it shouldn't be restricted to Japan. Why not work with any other major the same way? The Japanese weren't particularly faint-hearted anyway.

Off-topic, but the same thing should at the very least work for Britain, at least if another major isn't in the Allies like the US. Less than 10 ships and not enough air power to prevent the British Isles from being nuked means the UK has lost all offensive capacity for the foreseeable future, and is just a paper weight keeping the Allies from capitulating. It could also maybe require them to lose Gibraltar and Suez, as the British equivalent of Iwo Jima and Okinawa requirement.

That's why i suggested applying it to the last standing major of any faction or any factionless country so that effectively it is possible to nuke your way to the peace conference, whoever your enemy is. It should not be trivial - should still need a seriously losing war and some occupied cores of the nuked side - but it should be possible.
