When you form Italy you should be able to pick venetian goverment if you are a republic and if you formed it as venice you should be able to preserve it.
In fact I will say you should have access to every Italian goverment exists in game like milan's even if you didn't start as them.
But if not that part then venice forming Italy atleast should keep their goverment
(also shout out to my other suggestion: You should be able to form Italy without having Rome)
