If you are not revolutionary, every province where the revolution has spread in your country gets 0.5% minimum local autonomy per point of absolutism you have. So, if you have 100 absolutism it's 50% minimum autonomy, halving all income and manpower/sailor gain of all affected provinces. In your case, sitting with 15-20 absolutism, its effect was 7.5-10% minimum autonomy, so barely noticeable.
